Statewide Committee to Review Non-Status
Civil Service Appointments

A statewide university system Advisory Committee on Non-
Status Appointments, composed of administrators, human
resource personnel, and employee representatives from the
various university and agency employment sites, gathered on
July 21 at the System Office to begin reviewing System Rules
and procedures related to non-status civil service
appointments. The System Office will coordinate the
committee’s review and evaluation of all Rules and
procedures related to this topic. More specifically, this
Committee will be focusing on employment protocols
regarding Temporary, Provisional, Trainee, Learner, and
Extra-Help Appointments.
The Rules regarding all types of non-status appointments
were created in 1961 and have remained substantially
unchanged since 1990. In recent years, there have been
repeated requests for fundamental revisions to these Rules.
Most recently, there has been some desire to modify the
State University Civil Service Act in this respect.
Therefore, the designed purpose of the Advisory Committee
on Non-status Appointments will be to review the current
Rules, undertake a comprehensive study and evaluation of
business operations related to the application of these
appointments, and submit recommendations to the University
Civil Service Merit Board. The Merit Board approved the
formation of this Committee at its January 2004 meeting.
This process will attempt to secure input from various
resources in order to best facilitate a plan of action and
recommendation that meets the current needs of the
statewide university system, its business demands, and
employee concerns. Both employer and employee
representatives will be asked to actively participate and
provide input. Individual participants will be asked to offer
their expertise and guidance as we collectively examine this
topic and formulate a recommendation to the Merit Board on
this subject.
The first meeting was held on Wednesday, July 21, 2004 at
10 a.m. at the System Office. The meeting agenda included:
• Introductions
• Review of current Non-Status Appointments - Rules and
Statistics
• Specific discussion regarding current use of Non-Status
Appointments
• Review of Non-Status Appointments in other Systems
• Presentation of new ideas/concepts/discussion topics
• Action assignment and scheduling of future activities
Updates on committee activities will be available at our
website, http://www.sucss.state.il.us/. Interested parties can
follow these activities and may even offer comments or
questions through our contact point at that site. We are
looking forward to a very productive and effective discussion
as we begin this collaborative process of systematically
reviewing our rules and procedures. Further information will
be provided soon.
