Property Tax Appeal Board Meeting
Held on April 15, 2008
Des Plaines, Illinois
1. ROLL CALL: Carlos Montoya, Chairman; Sharon Thompson;
Michael Goral; Kevin Freeman; Walter Gorski
STAFF: Ron Messina, Executive Director

Chairman Montoya convened the meeting at 10:00 a.m.
2. Approval of the Board Minutes for the March Meeting:
Mr. Gorski moved to approve the minutes from the March 18,
2008 meeting. Ms. Thompson seconded the motion and it
carried unanimously, with Mr. Freeman abstaining.
3. Executive Director Report:
Ron shared with the Board a report Steve Waggoner drafted
outlining which other states and other Illinois state
agencies impose fees associated with administrative
hearings. Discussion followed with each board member
raising additional questions and pointing out the positives
and negatives of implementing a fee structure at PTAB. Ron
will continue to obtain additional information from
agencies that have just started charging fees and will
report back to the Board in June. Ron advised the Board
that if they wanted to move forward with imposing fees, he
would recommend that they hold off doing so until next
year.
