Illinois’ Public University System Support Resource and Advocate
This edition of our newsletter is
somewhat different than anything we
have ever done in the past. Many of
our readers have been exposed to or
are familiar with various elements of
our complex classification and
examination plan management
system. If not, many are certainly
familiar with civil service systems and
their involvement with job titles,
occupational areas, job classifications, and corresponding pre-employment
examination processes. We therefore thought it
important that we attempt to briefly explain some of the concepts and
functions that surround this complex business process of managing a
large classification plan and examination system.
As you know, we have introduced many new concepts and business
procedures to this process over the last couple of years. Many of these
innovative changes have been introduced through our ongoing
consultative relationship with the University of Illinois Institute of Labor
and Industrial Relations. We currently have three part-time doctoral
students and two renowned faculty advisors working closely with our
testing and classification staff to incorporate some of the most current
human resource practices and trends in this respect.
This has provided the impetus for many positive changes in the
business processes associated with our testing and classification plan
management systems. Many of you have experienced these changes
through your involvement in our various advisory committees. As we
continue in our development and implementation of many other new
components in this respect, we sometimes forget the underlying
fundamental principles that serve as a constant guide in this respect.
This Newsletter is therefore dedicated to providing information on
those fundamental principals guiding the evolution of our examination
and classification system. The staff, specifically the students under
our direction, have prepared several articles on this for presentation
here. A special thanks goes to Seth Spain, Jen Klafehn, and Silke
Holub for the articles contained in this special edition. We hope that
you will find this Newsletter very informative and useful as a reference
source as we continue to develop and implement new business
processes throughout our classification and examination system.
