To the Governor and the People of Illinois:
Each year, this report provides me the opportunity to reflect upon the successes and challenges of the
previous 12 months. And each year I am humbled by the generosity, dedication, and compassion of the
people of Illinois.
I am proud to report that 2007 was no exception. The citizens of Illinois once again volunteered countless
hours, dedicating time and energy to making a positive difference in the Land of Lincoln.
For example, Illinois schoolchildren, teachers and principals joined in a massive mission to send handmade
holiday cards to soldiers serving overseas. More than 250 schools and dozens of individuals sent heartfelt
letters and cards to our men and women in uniform.
