Dear Governor Blagojevich and Members of the General Assembly:
The State Board of Education is proud to present its 2002 Annual Report and Fiscal Year 2004
Proposed Budget.
This joint Annual Report and Proposed Budget Document has been compiled for the Governor
and General Assembly in compliance with three statutes: Sections 5/1A-4E, 5/2-3.11 and 5/2-
3.47 of the School Code. As required, this report includes an analysis of the condition of
education in Illinois and a plan of action to address identified needs and problems to meet the
challenge of preparing students for the 21st Century. It also includes data, when available, to
summarize the accomplishments made in Fiscal Year 2002.
The report is presented in four main components:
Part I – The Condition of Public Education and the Fiscal Year 2004 Budget Proposal
Part II – State, Federal, and Local Resources
Part III – Program Descriptions
Part IV – Demographic, Financial, and Statistical Data
We believe this report shows that Illinois has made important strides in education; however,
more needs to be done for Illinois education to ensure that all students achieve high standards.
We look forward to working with you on behalf of all Illinois students to make this happen.
